(C) SUMMARY: Mission has underscored the importance of vigorous enforcement of UN Security Council Resolution 1874 on North Korea's nuclear program to senior contacts in the President's office and the Department of Foreign Affairs. Our contacts reiterated Indonesia's commitment to enforcing applicable UNSC resolutions. They promised to discuss the matter with other ASEAN members, including Burma. Ambassador Hume, who returned to Indonesia late June 22, will raise the matter with a senior GOI official early on June 23. END SUMMARY. DELIVERING USG POINTS ¶2. (C) Per reftel, Pol/C underscored the importance of enforcing UN Security Council Resolution 1874 re the DPRK's nuclear program to Astari Daenuwy, an international affairs advisor to President Yudhoyono, on June 22. He underscored that UNSCR 1874 demonstrated the international community's requirement that North Korea abandon its nuclear weapons program, return to the Nuclear Nonproliferation Treaty (NPT) and resume participation in the Six Party Talks. He urged Indonesia to adhere to all provisions of the resolution, including the need to inspect DPRK shipments suspected of carrying prohibited cargo and the prohibition of providing bunkering services to DPRK ships believed to carry such cargo. Poloffs also delivered the message to senior nonproliferation officials at the Department of Foreign Affairs (DEPLU). 3 (C) We noted that Indonesia and its ASEAN partners have a key role to play because of their location astride important shipping lanes. We urged Indonesia to cooperate with other ASEAN members on the matter and called for ASEAN to issue a statement expressing support for UNSCR 1874. We also urged ASEAN to promise transparency in any dealings with the DPRK. INDONESIA COMMITTED TO ENFORCING RESOLUTION ¶4. (C) Our contacts said Indonesia was committed to enforcing all applicable UNSC resolutions, including 1874. They expressed Indonesia's support for the NPT and other international nonproliferation norms and reiterated the GOI's condemnation of North Korea's recent nuclear test. Indonesia agreed that Pyongyang must return to the NPT and underscored its support for the Six Party Talks. (Note: Indonesian officials previously told us that President Yudhoyono was considering sending a special envoy to deliver this message to the North Koreans directly.) ¶5. (C) GOI interlocutors agreed that ASEAN members might have a critical role to play given their strategic location. Andy Rachmianto, DEPLU's Deputy Director for International Security and Disarmament Affairs, said he would discuss the matter with counterparts from other ASEAN states, including with Burma. CONTINUING TO DELIVER THE MESSAGE ¶6. (C) We will continue to deliver the message. Ambassador Hume--who returned to Indonesia late June 22--plans to raise the matter in a June 23 meeting with Ambassador Retno Marsudi, Director General for European and American Affairs at DEPLU. We will also raise it with senior GOI Department of Defense (DEPHAN) officials at the June 23 Indonesia-United States Strategic Dialogue in Jakarta. HUME
