(U) Summary: U.S. Embassy Islamabad and host nation concur with Special Operations Command Central,s (SOCCENT) and Naval Special Warfare Unit 3 (NSW-3) Concept of Operation (CONOP) for conducting a Joint Combined Exchange Training (JCET) event with the Pakistan Army,s (PAKNAVY) Special Service Group-Navy(SSG-N). End Summary. ¶2. (U) Embassy Islamabad, in coordination with the Government of Pakistan, concurs with SOCCENT,s CONOP (Ref B) for conducting Joint Combined Exchange Training (JCET) between the NSW-3 and the PAKNAVY SSG-N from June, 15 ) July, 20 2009. ¶3. (U) Partner Nation (PN) Organization requesting this event: Captain Azir Mumtaz, Commanding Officer of the Pakistan Army Special Service Group-Navy (SSG-N) requests that the SSG-N, receive the proposed training. ¶4. (U) Leahy Human Rights Vetting has been submitted, conducted, and approved for the participating Pakistani commanders and their units. PATTERSON
