1. (C) POLOFF met with MFA Disarmament Director General Dr.
Irfan Yusuf Shami on September 30 and conveyed reftel points
regarding Pakistani concerns about a possible Indian nuclear
test. Shami reiterated the GOP perception that India may be
preparing for a nuclear test, but when pressed on the source
of the concern indicated only the ongoing public debate and
no concrete evidence of Indian preparations. He said the
media coverage of the Indian debate was starting to create
public pressure in Pakistan on this issue, such that Pakistan
would have no choice but to conduct its own test should India
test first. To shed more light on Pakistani concerns about
the direction of India's nuclear program, Shami suggested
that there be a discussion of threat perceptions and nuclear
stability on the subcontinent during the bilateral
nonproliferation meeting to be held possibly in mid-November.
