¶1. (C) PolOff raised U.S. concerns about Middle East issues
at the IAEA General Conference (reftel) with Pakistan
Ministry of Foreign Affairs Disarmament Director General
Irfan Yusuf Shami on September 15. Shami agreed that Middle
East issues are likely to be problematic this year and
recognized the importance of consensus leading into the NPT
Review Conference. However, he said, Pakistan will follow
the position of the Non-Aligned Movement (NAM) on these
issues, including the proposed Israel Nuclear Capabilities
resolution. He suggested that the U.S. weigh in with NAM
leaders to push for a consensus resolution.
