1. (SBU) Summary: In accordance with funding decisions made
by SRAP, Post approves the Pakistan Navy's (PN) request for
the use of Foreign Military Financing (FMF) for the transfer,
refurbishment and associated crew training of one Excess
Defense Article (EDA) USN Oliver Hazard Perry Class Frigate
(OHP FFG),the USS McInerney FFG 8. End Summary.
BACKGROUND
--------------
2. (SBU) Pakistan is a major non-NATO ally of the United
States and has consistently been the greatest contributor to
friendly naval coalitions of any country physically located
in the Central COMMAND Area of Responsibility. The PN eagerly
participates in various peacekeeping projects around the
world and serves as an example for other regional navies to
emulate. The PN maintains a continuous ship contribution to
the Maritime Domain Security Operations Combined Task Force
(CTF-150) in the fight to stem terrorist financing through
illicit trafficking and deny the use of the maritime
environment to move weapons and fighters. The PN is
currently in COMMAND of CTF-150 through December 2009. This
is the third time they have commanded CTF-150 and they are
the only non-NATO country to have done so. PN participation
and leadership in CTF-150 has been key in influencing other
Gulf States to participate as well. The PN is also actively
participating in the COUNTER Piracy Combined Task Force
(CTF-151) which aids in stabilization of the region by
fighting piracy in the Arabian Sea and off the Horn of
Africa.
3. (S/NF) Responding to short notice requests from the
United States 5th fleet, the PN sortied ships on multiple
occasions to conduct surveillance and tracking of North
Korean vessels suspected of smuggling items in violation of
UN Security Council resolutions. PN actions were
instrumental to maintaining surveillance of the vessels and
putting an international face on the operation.
4. (SBU) Pakistan conducts numerous bi-lateral and
multi-lateral exercises with the United States Navy each
year. These exercises increase interoperability and develop

communication and trust with a vital Muslim ally and serves
once again as an example for other countries in the region.
5. (SBU) PN,s current fleet, composed primarily of
ex-British Type-21 frigates, is aging with ships due to be
decommissioned over the next 5-10 years. Recapitalization is
critical to the Pakistan Navy,s ability to secure its
territorial seas, and maintain its presence in both CTF-150
and CTF-151. The Pakistan Navy has consistently expressed
that fleet modernization is their number one priority in
every discussion that their leadership has had with their
United States Navy counterparts. They have not wavered from
this central theme of discussion. The transfer of the OHP FFG
is a vital step in that recapitalization and plays a direct
role in the Pakistan Navy,s fight against terrorism.
6. (SBU) Pakistan recently accepted the first of four new
Chinese P-22 Frigates and has publically stated in numerous
press releases that their ties to China are strong and are
growing. Post believes that China will be the country of
choice to provide modernization assistance to the PN if the
United States chooses not to. Post recommends approving
Pakistan,s request for the transfer and refurbishment of OHP
FFG through FMF.
RELEASE OF SENSITIVE TECHNOLOGY

7. (SBU) This sale will result in the release of sensitive
technology, specifically an SLQ-32 electronic warfare
suite which is an integral ship,s sensor for locating,
analyzing, and tracking radar emissions from potentially
hostile surface and air targets. Pakistan has signed a
general security of information agreement with the U.S.
The GOP has demonstrated its willingness and capability to
protect sensitive military technology and information that
has been released to its military in the past. Pakistan has
been provided with other sensitive/classified U.S.
technology, notably the AH-1F Cobra helicopter, F-16A/B
Fighting Falcon fighter and the P-3C Orion maritime patrol
aircraft.

8. (U) This sale of the OHP FFG would be financed by FMF.
HUMAN RIGHTS CONSIDERATIONS
--------------
9. (U) There are no human rights considerations precluding
the transfer of OHP FFG to the PN.
ANTICIPATED REACTION OF NEIGHBORING NATIONS/REGIONAL IMPACT

10. (SBU) While the sale of OHP FFG may prompt Indian
opposition, the release of this system would neither
significantly reduce India's qualitative military edge nor
increase Pakistan's ability to threaten India.
