1. (S) Post proposes the following distribution of $300
million in FY09 Foreign Military Funds:

- Pakistan Navy: $65 million for refurbishment of the Excess
Defense Articles (EDA) Oliver Hazard Perry-class (OHP)
Frigate. Although the Joint Staff has only allocated $58M to
date in FY09 FMF to the Pakistan Navy, Post supports PM,s
recommendation to fully fund the program with FMF.

- Pakistan Army: $88 million. This amount is subdivided
into:

- - $45 million for Harris radios;

- - $25 million for helicopter programs;

- - $18 million Helicopter simulators, for long term
training in COIN;

- Frontier Corps: $5 million, for requirements associated
with the train and equip program.

- Pakistan AIR Force: $142 million for F-16 Mid Life Upgrade
which has already been approved and obligated.


2. (S) The $5 million allocation for the Frontier Corps is
Post,s recommendation for directed FMF to ensure compliance
with the congressional intent of Pakistan,s use of FY09 FMF.
The FY09 Foreign Operations Act contains specific language
on the possible allocation of funding for the Frontier Corps
(FC). It was passed prior to the authorization of DoD's
Pakistan Counter-insurgency Fund, which is sufficient to
cover all Frontier Corps requirements in FY09 and FY10.


3. (S) Comment: Post emphasizes that consideration should be
given to the adverse impact on our relationship with the
Pakistan military that would result from redirecting even a
small amount of FMF to programs such as the frigate
refurbishment or the provision of equipment to the Frontier
Corps. Through careful yet tough negotiations over the
course of the last year, we have made significant progress in
gaining transparency and insight into Pakistan military long
range planning. Redirecting FMF, without having laid the
ground-work at the policy level, would produce resentment and
distrust. Current PCF/PCCF spend plans meet all Frontier
Corps requirements and PCF/PCCF are wholly controlled by the
U.S., although we coordinate very closely with our service
counterparts on each case. End Comment.
