1. (C) In response to questions about the extent of
coordination between the GOP and the UN with regard to the
GOP-organized donors' meeting scheduled for May 21 and the
formal announcement of the UN appeal on May 22, UN Office for
the Coordination of Humanitarian Affairs (OCHA) Head Manuel
Bessler said that the GOP had shared its strategy but not its
white paper or information on monetary sums to be requested.
The GOP has said that at the donors, meeting it will lay out
a three-phased approach (emergency response, rehabilitation
and recovery, and reconstruction). The GOP will refer the
donors for the first phase to the international humanitarian
appeal. Lt. General Nadeem will lay out how the GOP's relief
efforts will complement those of the humanitarian assistance
community. He will then provide the GOP's strategy for
recovery and rehabilitation focused on early return of IDPs.
According to Bessler, the UN is now focused on lifesaving
measures to address the current humanitarian emergency while
the GOP is looking mid- to long-term.
2. (C) Despite asking, Bessler has been unable to see a draft
or outline of the white paper which Nadeem has said would be
presented to the Prime Minister. As Bessler has carefully
gone over the UN's appeal with Nadeem, however, he said he
can only assume that what Nadeem presents at the donors'
meeting will complement it. While Nadeem had earlier
mentioned a USD 600 million sum for its appeal and later USD
800 million, Bessler had no precision on any amount that
Nadeem might raise on May 21. Bessler said, however, that it
was his understanding that the GOP appeal would include
budgetary support.
3. (U) Bessler also noted that while the UN's planning figure
assumes 1.7 million displaced persons and the current number
is above 2.0 million, the UN does not assume alone to cover
one hundred percent of the emergency needs. Its efforts are
complemented by those of the International Committee of the
Red Cross, the Pakistani Red Crescent Societies, other
national Red Cross and Red Crescent societies, and other
international actors.
