1. (C) Summary: At a May 15 meeting with the GOP and donors, the UN
announced it will delay official announcement of its appeal to May
22. This is to permit the GOP to launch its appeal first; donors
will nonetheless receive timely information concerning the UN appeal.
The GOP will ask for full donor support of the UN appeal. End
summary.
2. (C) At a meeting of key donors and UN representatives May 15, the
Minister of State for Economic Affairs Division (EAD) Hina Rabbani
Khar, the government's lead on IDP donor coordination, and UN OCHA
head Manuel Bessler reviewed plans for official release of
humanitarian appeals. Bessler explained that field-level requests
would be sent to Geneva May 15 and reviewed by agency heads over the
weekend and that Geneva would approve the appeal on May 17. While
the appeal will be launched to donors informally on May 18, it will
not be announced publicly until May 22 to permit the GOP first to
announce its appeal. Khar indicated that the GOP would issue its
domestic appeal on May 20 or 21. She made clear that the GOP's
appeal would deal only with the immediate emergency and not with
reconstruction.
3. (C) Comment: The message of this meeting was clear-a civilian
government wants the political credit for leading the response to
this humanitarian crisis. Khar recognizes that the UN has the
expertise the GOP needs to implement a successful relief effort and
that the GOP is playing catch-up, relying on the experience of
General Nadeem. The UN understands the political necessities and is
responding accordingly, but this will not delay formal announcement
of the UN appeal on May 22.
