(C) Post's Bureau of Industry Security Attache passed to
Hong Kong's Trade and Industry Department on April 9 the
Temporary Denial Order (TDO) naming Hong Kong enterprise
Starry Shine International Limited and individuals Ghasem
Nabipour and Armad Sarkandi as related persons in a previous
TDO. HKTID's Principal Trade Officer Billy Au said that he
would review the current TDO and, while the company and named
individuals may not have violated Hong Kong export control
laws, that company/persons engaged in the sorts of activities
described in this TDO may be worthy of additional scrutiny by
the Hong Kong government. (NOTE: On January 22, the U.S.
Department of Commerce (DOC) issued a Temporary Denial Order
(TDO),suspending the export privileges of Icarus Marine Ltd.
of South Africa. According to the January 22 TDO, the
Department of Commerce developed evidence that Icarus Marine
Ltd. of South Africa attempted to ship a powerboat, named the
Bradstone Challenger, from Durban, South Africa to Bandar
