1. (C) Econoffs conveyed to Hong Kong Trade and Industry
Department (HKTID) Principal Trade Officer Billy Au reftel
information drawn from denial notifications submitted by the
United States to the four major multilateral
non-proliferation regimes. Econoffs emphasized to Au that
this information is confidential and should not be shared
outside the Hong Kong SAR government.
2. (C) Au thanked us and noted that the Hong Kong Government
is not a member of the four multilateral non-proliferation
regimes. HKTID, therefore, relies on the United States and
15 other countries to provide regime denial information,
which HKTID inputs into its computerized regime denial
end-user list. HKTID cross-checks license applications for
export of controlled goods with its computerized regime
denial end-user list and will confer with the USG or give
more scrutiny to an application that includes one of these
companies, said Au.
