(C) PolOff discussed reftel objectives with Outi Holopainen,
Director at the Finnish MFA Unit for Arms Control,
Disarmament and Non-proliferation on August 18. Holopainen
stated that the Government of Finland (GoF) shares the U.S.
concern over the meeting's repeating debate and are
considering the best approach to gaining consensus on Middle
East Issues at the General Conference. She noted that GoF
expects to send a large delegation including Counselor Outi
Hyvarinen from their MFA unit.
