C O N F I D E N T I A L HAVANA 000672 SIPDIS FOR WHA/CCA E.O. 12958: DECL: 11/06/2019 TAGS: PREL PGOV CU SUBJECT: USINT DISCUSSES PEREZ OCONOR TRAVEL CONDITIONS WITH GOC Classified By: CHARGE Charles Barclay for reasons 1.4 (b) and (d) Charge d'Affaires (CDA) Charles Barclay and CONOFF Nathan Boyack presented Deputy Director of the North America Office of the Cuban Ministry of Foreign Affairs (MINREX) Johana Tablada de la Torre with a diplomatic note communicating to the Government of Cuba (GOC) the conditions of Adriana Perez Oconor's proposed travel to the U.S. Tablada de la Torre was aware of the meeting at CUBINT and our intention to provide Ms. Perez Oconor parole via a Department of Homeland Security (DHS) travel letter. Ms. Tablada de la Torre had few details and was grateful to receive the conditions. She asked whether Ms. Perez Oconor and her husband could meet privately, or if they would be accompanied by Diplomatic Security during each of her prison visits. CDA promised Ms. Tablada de la Torre that he would inquire about the issue and respond. He also told her that USINT would contact Ms. Perez Oconor's attorney next week when DHS is ready to issue the travel letter. BARCLAY
