1. (C) According to a business contact in the local IT
industry, the Zimbabwe agent for Unisys is providing Unisys
hardware and software support to ZB Bank Ltd, a specially
designated national (SDN). Post corroborated the allegation
with James Hove, head of the IT department at ZB Bank. Hove
said that ZB Bank Ltd has continued to receive Unisys
hardware and software support from the Zimbabwean Unisys
agent Unizim, run by Mr. Nigel Cherry, since ZB Bank became
an SDN.

2. (C) Unizim also provides Unisys hardware and software
support to the Reserve Bank of Zimbabwe, ZABG Bank Ltd, and
NMB Bank Ltd in Zimbabwe. Our business contact alleges that
Mr. Cherry is diverting Unisys hardware and software ordered
for any one of these three banks to ZB Bank Ltd. See
