SUBJECT: KICKOFF MEETING FOR THE NUCLEAR SECURITY SUMMIT

DCM delivered reftel demarche to MFA/Americas Director General
Nguyen Ba Hung on September 15. DCM noted that the Ambassador had
delivered the President's letter to the office of Prime Minister
Nguyen Tan Dung on September 11, and requested that the PM attend
the April meeting, as well as appoint a high-level Sherpa. Ba Hung
reiterated the GVN's commitment to working with the USG in support
of the goals outlined by the President. He said the MFA had
recommended that the Prime Minister send a letter to POTUS thanking
him for the invitation, but did not indicate whether the letter
would contain a positive response. Ba Hung said he would follow-up
with the Prime Minister's office and keep us apprised of further
developments. He offered that President Triet's decision to attend
UNGA was a sign of the importance Vietnam attaches to cooperating
with the international community to stem nuclear proliferation.
