1. Post relays below the text of Diplomatic Note 91/NG-DNA dated
February 25, 2009 regarding Vietnam's nomination of Mr. Nguyen Cuu
Duc for the post of Director, Drug Advisory Program of the Colombo
Plan. In presenting the Diplomatic Note on February 26, the GVN
also provided a CV for Mr. Duc, which post is e-mailing to the Desk.
GVN translation of the note follows.


2. Begin text:

The Ministry of Foreign Affairs of the Socialist Republic of Vietnam
presents its compliments to the Embassy of the United States of
America in Hanoi and has the honor to state that Vietnam has decided
to nominate Mr. Nguyen Cuu Duc, Deputy Chief, International
Cooperation and Project Management Division, Standing Office on
Drugs Control, Ministry of Public Security of Vietnam for the
election to the Post of Director, Drug Advisory Programme of the
Colombo Plan, this election will be held on March 2, 2009 in
Colombo, Sri Lanka.

Since becoming an official member of the Colombo Plan in 2003,
Vietnam has had close and proactive co-ordination and participation
with Drug Advisory Programme of the Colombo Plan. In September,
2009 (sic),Vietnam successfully organized the Regional Training on
Development of Outreach/Drop in Centres in Hanoi in coordination
with DAP.

The Government of Vietnam would greatly appreciate the valuable
support of the Government of the United States of America for the
candidature of Mr. Nguyen Cuu Duc at the forthcoming election. (A
copy of his CV is enclosed herewith).

The Ministry of Foreign Affairs of the Socialist Republic of Vietnam
avails itself of this opportunity to renew to the Embassy of the
United States of America in Hanoi the assurances of its highest
consideration.
