This is an action cable. ¶2. U.S. Embassy Guatemala nominates Luis Alejandro Pontaza Behrens, Chief Financial Management and Accountant Specialist of USAID Guatemala, as the Alternate U.S. Representative to the Oversight Committee established to monitor implementation of the debt-for-nature swap transactions pursuant to the Tropical Forest Conservation Act (TFCA). Mr. Pontaza will replace former Alternate Representative Ms. Jill Kelley, who has left post for a new assignment. A Section 208 Waiver has been completed for this nominee. ¶3. Action request: Embassy Guatemala requests concurrence of this nomination of the Alternate Representative from: A. Department of the Treasury: TFCA negotiator, Office of Energy and Environment; B. Department of State: Director, Office of Environment and Natural Resource Conservation, Bureau for Oceans, International Environmental and Scientific Affairs; and C.
