(U) Pol/Econ Counselor delivered reftel demarche Sept. 11 to
Guatemalan MFA Director for Multilateral Affairs Julio
Martini, who responded that FonMin Rodas plans to depart New
York Sept. 25, and therefore will not be able to attend.
However, he said, Guatemala would send a senior-level
representative, and that he would consult with FonMin Rodas
on who that should be. He thanked the Secretary for her
initiative.
