(U) POLOFF met with Minister of Energy and Mines Carlos Meany, as
directed in Reftel on December 8. Minister Meany indicated that
had received the invitation to the Americas Energy and Climate
Ministerial to be held in Washington, DC in April 2010 and
confirmed that either he or one of the Vice Ministers would attend
and participate as an enthusiastic partner.
