(U) Summary: Post concurs with the Terms of Reference (TOR) to conduct Joint Combined Exchange Training (JCET) mission SGY2010JCET618W in Guyana from January 10 to March 31, 2010. Post further confirms that the leadership of the Guyana Defence Force (GDF) concur with this deployment. End Summary. ¶2. (U) Information required by reftel follows: ¶A. (U) Post confirms concurrence for this mission. ¶B. (U) Human Rights Verification: TOR message was received with insufficient notice to provide this information before the October 26 deadline. The msg to State requesting vetting and the response from State will be forwarded to SOCSOUTH immediately upon sending and receipt, respectively. ¶C. (U) Chief of Mission, USMLO-GY Chief, and PN official concur with TOR and deployment. ¶D. (U) Karen Lynn Williams, Charge d'Affaires, U.S. Embassy Georgetown concurs. ¶E. (U) COL Bruce Lovell, General Staff, GDF concurs. ¶F. (U) All dates approved. ¶G. (U) Training location approved. PN Unit is the Guyana Defence Force Coast Guard Raiders -- 25 PAX. ¶H. (U) GDF and Post concur with POI. ¶I. (U) Training requested is as stated in paragraph 13 A in reftel. ¶J. (S) USMLO-GY will conduct on-going force protection assessments. General description of the threat: The terrorist and Foreign Intelligence Security Service threat to U.S. interests in Guyana is LOW. The criminal threat is CRITICAL and the political violence threat is MEDIUM. Guyana is a HIGH-RISK area for infectious disease.
