(U) Summary: Post concurs with the Terms of Reference (TOR) to conduct Joint Combined Exchange Training (JCET) mission SGY2010JCET618W in Guyana from January 10 to March 31, 2010. Post further confirms that the leadership of the Guyana Defence Force (GDF) concur with this deployment. End Summary. ¶2. (U) Information required by reftel follows: ¶A. (U) Human Rights Verification: Guyanese Defense Force (GDF) personnel who will participate in this training have been previously vetted this year as requested in Georgetown 73 (DTG 031902Z FEB 09),113 (DTG 241747Z FEB 09),and 433 (DTG 131310Z AUG 09); and approved in SECSTATE 12631 (DTG 111749Z FEB 09),20341 (DTG 042126Z MAR 09),and 87940 (DTG 241607Z AUG 09) respectively. Vetting requests will be sent forward if any additional individuals are identified for training. NOTE: Training MUST start before Febuary 11, 2010 in order to avoid re-vetting a significant portion of the group. ¶B. (U) Karen Lynn Williams, Charge d'Affaires, U.S. Embassy Georgetown concurs. ¶C. The criminal threat is CRITICAL and the political violence threat is MEDIUM. Guyana is a HIGH-RISK area for infectious disease.
