Gottemoeller, United States START Negotiator. Reasons: 1.4(b) and (d). ¶1. (U) This is SFO-GVA-VI-026. ¶2. (U) Meeting Date: October 23, 2009 Time: 3:00 - 6:00 P.M. Place: U.S. Mission, Geneva -------------- SUMMARY -------------- ¶3. (S) The third meeting of the Treaty Text Working Group (TTWG) was held at the U.S. Mission on October 23, 2009. In response to an earlier request from the Russian Head of Delegation, the sides had agreed the U.S. side would make an oral presentation on mobile missiles during this meeting. However, the Russian Delegation arrived prepared to discuss treaty terms and definitions and not to receive the U.S. presentation. Definitions Subgroup Head Admiral Kuznetsov insisted he was not authorized by the Russian Head of Delegation to discuss -- or even to listen to -- the U.S. presentation nor were the appropriate Russian experts present. (Begin comment: Col Ryzhkov was not available. End comment.) After an attempt to resolve the situation, the sides agreed to postpone the U.S. presentation on mobile missiles until the next earliest opportunity, presumably the next plenary session. (Begin comment: The presentation was delivered in the plenary session on October 27, 2009. End comment.) ¶4. (S) The sides developed a strategy for discussing and resolving treaty terms and definitions. The U.S. accepted a Russian proposal to form a subgroup on treaty terms and definitions subordinate to the TTWG and led by Mr. Siemon and Kuznetsov. The sides also agreed to group terms into three categories: Group 1 would be terms on which the sides already agreed (based on the texts that had been exchanged), Group 2 would be terms the sides agreed would be in the treaty and which could be discussed by the subgroup in the near term and, Group 3 would be terms associated with key outstanding issues such as continuous portal monitoring, mobile ICBMs, and telemetry. The sides identified, and �
00A;agreed upon, 18 terms and definitions for Group 1, 34 terms and definitions for Group 2 and 64 terms and definitions for Group 3. ¶5. (U) SUBJECT SUMMARY: Russia Not Authorized to Hear U.S. Mobiles Presentation; and, Agreed Upon Terms and Definitions -------------- RUSSIA NOT AUTHORIZED TO HEAR U.S. MOBILES PRESENTATION -------------- ¶6. (S) Despite earlier agreement by Heads of Delegation for the U.S. side to present its position on mobile missiles during this meeting of the TTWG, the Russian TTWG was not prepared to receive the briefing. Mr. Koshelev, the overall Russian TTWG chairperson was not present and his deputy, Kuznetsov claimed the Russians had not brought experts to the meeting capable of engaging in a discussion on the U.S presentation or receiving an oral presentation. After telephone consultations with the Russian Mission, Kuznetsov conveyed Russian Ambassador Antonov's suggestion that the U.S. Delegation provide its mobile missile presentation in writing so the Russian Delegation could prepare questions for future discussion. ¶7. (S) Ambassador Ries explained that the U.S. had been prepared to deliver a presentation and that Antonov had agreed the presentation would occur during the TTWG. Ries explained that the U.S. side had made special arrangements for its senior delegates to present the U.S. position during the TTWG in an oral briefing format and had not prepared documents to be passed to the Russians. She suggested the Russians listen to the briefing instead and take their notes back to their delegation. After Kuznetsov repeated several times that he was not authorized to hear the presentation, Ries responded that, in the interest of working toward a solution, it would be best to postpone the discussion until the next earliest opportunity. -------------- AGREED UPON TERMS AND DEFINITIONS -------------- ¶8. (S) The sides moved on to discuss treaty terms and definitions. Ries agreed with the Russian proposal to form a subgroup subordinate to the TTWG, to be headed by Mr. Siemon, to negotiate terms and definitions. Siemon explained his vision that the most efficient way to reach resolution on terms and definitions would be to divide the terms and definitions into three groups. Group 1 would be terms where the sides had essentially already agreed, Group 2 would be terms the sides agreed would be in the treaty and could be resolved within the subgroup, and Group 3 would be terms requiring resolution in other working groups and associated with key outstanding issues such as portal monitoring, mobile systems, and telemetry. Siemon suggested building off success by identifying Group 1 terms and definitions. Kuznetsov agreed and provided the U.S. with a Russian prepared joint draft text. He suggested going through the Russian prepared document. The sides agreed on the following 18 terms and definitions (some of which still contained some brackets for conforming): ¶1. The term "ballistic missile" means a missile that is a weapon-delivery vehicle that has a ballistic trajectory over most of its flight path. ¶2. The term "bomber" means an airplane of a type, any one of which was initially constructed or later converted to be equipped for bombs or air-to-surface missiles. ¶3. The term "cruise missile" means a missile that is an unmanned, self-propelled weapon-delivery vehicle that sustains flight through the use of aerodynamic lift over most of its flight path. ¶4. The term "front section" means that portion of the payload of the final stage that contains the reentry vehicle or reentry vehicles and may, depending on design, include a (platform for a)2 reentry vehicle (platform,)1 (or reentry vehicles,)2 penetration aids, and a shroud. ¶5. The term "heavy bomber flight test center" means a facility, other than a production facility for heavy bombers, at which test heavy bombers are based and their operation is supported. ¶6. The term "ICBM launcher" means a device intended or used to contain, prepare for launch, and launch an ICBM. ¶7. The term "intercontinental ballistic missile (ICBM)" means a land-based ballistic missile with a range in excess of 5,500 kilometers. ¶8. The term "long-range ALCM" means an ALCM with a range in excess of 600 kilometers. ¶9. The term "maintenance facility" means a facility that is part of an ICBM base and at which ICBMs and (ICBM)1 (mobile)2 launchers (of ICBMs)2 are maintained and their operation is supported. ¶10. The term "period of inspection" means the period of time from completion of the pre-inspection procedures until the commencement of post-inspection procedures. ¶11. The term "produce" means build, construct, or manufacture in any quantity, and includes serial production as well as one-of-a-kind manufacturing. ¶12. The term "reentry vehicle" means that part of the front section that can survive reentry through the dense layers of the Earth's atmosphere and that is designed for delivering a weapon to a target or for testing such a delivery. ¶13. The term "self-contained dispensing mechanism" means a device that separates from the final stage of a missile together with the front section and that independently targets and releases the reentry vehicle or reentry vehicles and penetration aids. ¶14. The term "SLBM launcher" means a device intended or used to contain, prepare for launch, and launch an SLBM. ¶15. The term "submarine base" means a facility at which ballistic missile submarines are based and that provides shore-based support for such submarines, which may include the assembly, loading, maintenance, and storage of SLBMs, unless otherwise provided for in the Treaty. ¶16. The term "submarine-launched ballistic missile (SLBM)" means a ballistic missile with a range in excess of 600 kilometers of a type, any one of which has been contained in or launched from a submarine. ¶17. The term "test range" means a designated land area, other than an ICBM base, from which launches of ICBMs or SLBMs are conducted. ¶18. The term "training facility" means: (a) for ICBMs or SLBMs, a specified facility, outside an ICBM base or a submarine base, at which personnel are trained to use, operate, or maintain ICBMs or SLBMs and their launchers; (b) for heavy bombers, a facility where training heavy bombers are based. ¶9. (S) After agreeing on Group 1 terms and definitions, the sides continued through the Russian document identifying 34 terms and definitions for discussion in Group 2 and 64 terms and definitions for Group 3. The Russian side said they would prepare papers to reflect the grouping of terms. ¶10. (S) Ries closed the meeting by suggesting that the group be flexible and, as other working groups resolved issues associated with terms and definitions in Group 3, the subgroup should immediately examine those terms and decide whether they can be moved into Group 1 or 2.
