(U) At paragraph 3 below is the official translation of the text of the Kazakhstani Statement that was delivered at the Closing Plenary Meeting of the Thirty-fourth Session of the START Treaty's Joint Compliance and Inspection Commission (JCIC),held at the U.S. Mission on June 11, 2009. ¶3. (S) Begin text: Official Translation JCIC 34th Session Geneva, June 11, 2009 Closing Statement by the Delegation of the Republic of Kazakhstan Esteemed Mr. Chairman, Esteemed Heads of the National Delegations, Esteemed Members of the Delegations, Colleagues, We note the constructive spirit of cooperation and the high level of trust that has developed among the Parties in the JCIC format. In view of the fact that the 1991 START Treaty expires on December 5 of this year and today is, in effect, our last meeting in this format, the Kazakhstani side expresses its appreciation to our Treaty partners and notes the practical contribution the Parties have made to global threat reduction. Kazakhstan is pleased to note that as of today the main goals of the START Treaty have been achieved and the Treaty can be considered to have been carried out. At the same time, the Republic of Kazakhstan considers it important not to allow a legal vacuum to emerge on such an important issue and believes that the new START agreement that will replace the Treaty must be legally binding and must guarantee that the threshold levels reached earlier are not revised upward. As a Party to the START Treaty, the Kazakhstani side is prepared to do everything in its power and is open to consultations with all the Treaty Parties on issues relating to the future process of reducing and eliminating strategic offensive arms.
