SUMMARY

3. (S) The Definitions working group met on December 14 and
agreed to send five terms to the Conforming Group: "declared
data", "deployed mobile launcher of ICBMs", "heavy bomber
equipped for non-nuclear armaments" ,"space launch facility",
"stage". The working group agreed to continue discussion of
12 terms: "inspection activities site", "ICBM base",
"deployment area", "re stricted area", "basing area",
"deployed launcher of SLBMs", "deployed mobile launcher of
ICBMS", "Existing type", airbase", "warhead", "version" and
"nuclear armaments".

5. (S) The following terms were sent to conforming:

-- The term "declared data," with respect to the data the
accuracy of which is confirmed during inspection activities,
means:

(a) data with respect to items subject to the Treaty,
listed according to categories of data in Part Two of this
Protocol;

(b) data, provided through notifications pursuant to Part
Four of this Protocol, that update the categories of data in
Part Two of this Protocol;

(c) information on the technical characteristics of new
types of strategic offensive arms provided through
notifications, confirmed during exhibitions, and subsequently
listed in Part Two of this Protocol; and

(d) information that the inspected Party provides to the
inspection teams during pre-inspection procedures.

-- The term "deployed mobile launcher of ICBMs" means any
mobile launcher of ICBMs, other than a mobile test launcher
or a mobile launcher of ICBMs at a space launch facility,
that contains, or is considered to contain, an ICBM.

-- The term "heavy bomber equipped for non-nuclear armaments"
means a heavy bomber that is not equipped for long-range
nuclear ALCMs, nuclear air-to-service missiles with a range
of less than 600 kilometers, or nuclear bombs.



-- The term "space launch facility" means a specified
facility from which objects are delivered into the upper
atmosphere or space using ICBMs or SLBMs.

-- The term "stage" means, for ICBMs or SLBMs, a section of a
missile that is equipped with a propulsion unit, with the
exception of the self-contained dispensing mechanism.

ADDITIONAL DISCUSSION

6. (S) The Russian side proposed a new formulation for the
term "inspection site" and new term "inspection activity
site". Mr. Connell asked the Russian side to explain their
rationale for requesting to revise a previously conformed
term. Ms. Melikbekian explained that the definition was not
precise enough. The U.S. delegation reviewed the Inspection
Protocol and found numerous issues that would have to be
resolved if these new definitions were implemented. To avoid
future confusion, Connell suggested that the issue be
referred to those working on the inspection protocol and
Melikbekian agreed.


7. (S) The group re-visited "ICBM base," and "basing area,"
and determined that they could be defined to replace "re
stricted area", and "deployment area." The dialogue hinged
on the U.S. position of including "limited in size" in the
definition of "basing area" in order to emphasize the need
for geographic area information to be provided as part of the
database Memorandum of Understanding (MOU). The lengthy
discussion resulted in Col Kamenskiy drawing diagrams of the
concepts and the Russian side insisting that geographic
coordinates be provided. The basis for the Russian position
was that "area" by definition is limited; however, it
appeared that the Russian intention was to provide a point
coordinate as a "point of reference", rather than area
coordinates in the database information. Kamenskiy also
indicated that the site diagram provided as part of
inspections would provide the boundary information requested
by the United States.


8. (S) The working proposal for the term "deployed launcher
of SLBMs" was a SLBM launcher installed in a submarine that
contains a SLBM that is not intended for testing or training.
Kusnetsov suggested deleting "that is intended for testing
or training." The U.S. side said it would consider this
suggestion.


9. (S) The Russian side raised the following outstanding
terms for consideration: "existing type",
"airbase","warhead", "version" and "nuclear armaments". In
each case, outstanding issues precluded resolution of the
definitions.
