SUMMARY

3. (S) During a one-on-one meeting held at the U.S. Mission
on November 20, 2009, U.S. Notification Working Group (WG)
Chair Mr. Siemon reviewed 39 START Notification Formats that
both sides had agreed to delete in the START Follow-on (SFO)
treaty. (Begin comment: At the previous two Notification WG
meetings--Refs A and B--the Russian side presented their list
of Notification Formats to: 1) delete; 2) retain; 3)
consolidate under Notification Format #3; 4) reconsider after
several differing issues were resolved; and 5) review
further. End comment.) Russian WG Chair Col Ryzhkov agreed
to the U.S. proposal. Both Siemon and Ryzhkov agreed that
further Notification Formats would likely be deleted and
consolidated once several political issues such as mobile
missiles, continuous monitoring, and telemetry were decided.

5. (S) Siemon presented the U.S. view on 39 START
Notification Formats that Russia had, at two previous
Notification WG meetings (Refs A and B),proposed to delete
from the SFO treaty. The U.S. side agreed that these 39
Notification Formats would not be necessary in the new
treaty. The 39 Notification Formats were as follows:
Notification Formats: 13, 14, 21, 22, 23, 24, 25, 32, 33,
34, 35, 36, 39, 40, 41, 42, 43, 71, 76, 77, 95, 96, 97, 98,
99, 101, 102, 107, 108, 109, 110, 111, 112, 113, 118, 138,
139, 140 and 141.
6. (S) Both sides agreed that removing these Notification
Formats was a positive step forward and that more
Notification Formats would either be removed or consolidated
as the WG and the overall "political process" moved forward.
Ryzhkov opined that retaining detailed notifications in the
new treaty was critical. Siemon replied that both sides
should aim for a simpler and shorter notifications document.
7. (S) Siemon offered that the U.S. side disagreed with
approximately 10 Notification Formats that Russia suggested
removing and that these could be discussed during the next
meeting of the WG. He closed by providing Ryzhkov with a
nominal plan for the next meeting of the WG, which would
likely take place on Wednesday, November 25.
