Gottemoeller, United States START Negotiator. Reasons: 1.4(b) and (d). ¶1. (U) This is SFO-GVA-VII-039. ¶2. (U) Meeting Date: November 19, 2009 Time: 3:30 - 5:10 P.M. Place: U.S. Mission, Geneva -------------- SUMMARY -------------- ¶3. (S) U.S. and Russian representatives to the Definitions Subgroup of the Treaty Text and Definitions Working Group (TTDWG) continued discussions on START Follow-on (SFO) Treaty terms and definitions. The sides agreed on the definitions for five terms without any issues, and one term that includes bracketed text that pertains to the issue of continuous monitoring. The sides agreed that these definitions will be conformed at the November 20 Conforming Group meeting. The sides agreed to delete two previously proposed definitions, storage cranes and categories, and discussed nine other terms, which the sides agreed to return to after additional consideration. The U.S. delegation also raised questions regarding the definitions related to heavy bombers that the Russian delegation proposed at the previous Sub-Group meeting (Ref A). End summary. ¶4. (S) Subject Summary: Definitions for Agreed Terms; Deleted Definitions; Other Definitions Discussed; New Russian-Proposed Definition; Discussion of Russian-Proposed Heavy Bomber Terms and Definitions. -------------- DEFINITIONS FOR AGREED TERMS -------------- ¶5. (S) The following terms and definitions were agreed: - The term "each year" means during a period of 12 months commencing on the date of entry into force of the treaty or on an anniversary of that date. - The term "flight test" means, for a missile, the launch and subsequent flight of a missile. - The term "ICBM loading facility" means a facility, outside an ICBM base and outside a test range, where ICBMs for mobile launchers of ICBMs are loaded onto or unloaded from mobile 
launchers of ICBMs. - The term "in-country escort" means a group of individuals designated by the inspected Party to accompany and assist inspectors(, monitors) and aircrew members throughout the in-country period. (Begin comment: The bracketed text is U.S.-proposed language that depends on resolution of the issue of continuous monitoring. End comment.) - The term "SLBM loading facility" means a shore-based facility, outside a submarine base, where SLBMs are loaded onto or unloaded from ballistic missile submarines. - The term "training model of a missile" means a full-scale, inert model of an ICBM or SLBM that is not capable of being launched and that differs from an ICBM or SLBM on the basis of external and functional differences that are visible during inspection. -------------- DELETED DEFINITIONS -------------- ¶6. (S) The sides agreed to delete the following terms from the Terms and Definitions section of the Treaty Protocol: - "Category." - "Storage crane." -------------- OTHER DEFINITIONS DISCUSSED -------------- ¶7. (S) The following terms and definitions were discussed, but were not resolved. The sides agreed to study these terms further, engaging appropriate working group chairs as necessary. - "Air base." The U.S. Delegation stated this term could be agreed once the issue of counting heavy bombers and their armaments was resolved. - "Air-launched cruise missile." The Russian delegation proposed that the definition be "a flight-tested missile or missile deployed on a bomber after December 31, 1986." - "Long-range non-nuclear ALCM." The Russian delegation stated that if the United States accepted Russia's proposed counting rules for heavy bomber armaments, then Russia could accept the U.S.-proposed definition for this term. - "Mobile launcher of ICBMs." The Russian delegation stated the definition for this term should be consistent with the definition for the term "production facility," which required further study regarding its reference to a "self-propelled or trailer chassis" in the U.S. definition, versus "mobile device" in the Russian definition. - "Mobile training launcher." The Russian delegation stated that Russia did not have such launchers, nor any plans to develop them. Russia would use actual launchers for training. When the U.S. Delegation noted that Russia included this term in its proposed Treaty Article V, paragraph 3, the Russian Delegation replied that Russia's proposed Treaty text would be corrected; it was an outdated proposal. The U.S. Delegation replied that the definition should be retained until the Treaty language was resolved. - "Production facility." The Russian delegation noted that this term required resolution regarding reference to a "self-propelled or trailer chassis" in the U.S. definition, versus "mobile device" in the Russian definition. The U.S. delegation replied that it could amend its reference to "self-propelled chassis," but the term and definition required further study. - "Silo launcher of ICBMs." The Russian delegation stated that because the silo door was the main element for a silo's elimination, the term "silo door" should be included in the definition. (Begin comment: This could mean that once a silo door was removed, the silo would no longer be considered a silo launcher of ICBMs, potentially undercutting the procedures being developed in the Conversion or Elimination (CorE) Working Group. End comment.) - "Solid rocket motor." The U.S. delegation stated this term reflected a concept still under discussion within the CorE Working Group, and required resolution there before resolving the term and its definition. - "Transit." The U.S. delegation stated that resolution of this term depended on work within the CorE Working Group, and specifically resolution on what would be eliminated for missiles contained in launch canisters. -------------- NEW RUSSIAN-PROPOSED DEFINITION -------------- ¶8. (S) The Russian delegation proposed the following new term be included in the Terms and Definitions section of the Treaty Protocol: "The term "inspection activity" means inspections and exhibitions." The U.S. delegation replied that the term and definition would likely be agreeable. -------------- DISCUSSION OF RUSSIAN-PROPOSED HEAVY BOMBER TERMS AND DEFINITIONS -------------- ¶9. (S) The U.S. delegation asked a series of questions regarding the set of Russian-proposed terms and definitions associated with heavy bombers that the Russian delegation presented at the last Sub-Group meeting (Ref A). Specifically, the U.S. delegation sought to understand the impact of Russia's proposal to drop "equipped for nuclear armaments" from its definition of a "deployed heavy bomber." The Russian delegation responded that there would exist under the treaty heavy bombers equipped for nuclear armaments and heavy bombers equipped for non-nuclear armaments. Both would be captured under the treaty with respect to treaty data and inspection activities, but only heavy bombers equipped for nuclear armaments would count against the strategic delivery vehicle limit. ¶10. (S) The U.S. delegation also sought to understand the impact of converting all heavy bombers of a type equipped for nuclear armaments to be heavy bombers equipped for non-nuclear armaments, and whether under Russia's proposal they would be considered "deployed heavy bombers" or "non-deployed heavy bombers." The Russian delegation responded that this was a good question, and was a drawback to Russia's approach that required further consideration. ¶11.
