Place: U.S. Mission, Geneva -------------- SUMMARY -------------- ¶3. (S) The Russian Delegation provided its position on retaining, deleting, combining, or modifying START Notification Formats 93 through 153 with respect to how they should apply to the START Follow-on (SFO) treaty. ¶4. (U) Subject Summary: Russian Revisits Previous Notification Proposals; Russian Notification Proposals; U.S. Questions on Previous Russian Proposals; and, Schedule. -------------- RUSSIA REVISITS PREVIOUS NOTIFICATION PROPOSALS -------------- ¶5. (S) Mr. Siemon remarked that the process begun in the last WG meeting (REF A),during which Russia provided its position on retaining, deleting, combining, or modifying START Notification Formats 1 through 92, was a useful exercise. He noted that the United States was still reviewing the Russian proposals, but his initial view indicated there was a common approach. Siemon invited Colonel Ryzhkov to continue discussing Notifications Formats 93 through 153 in the same manner as the previous WG meeting. ¶6. (S) Ryzhkov first returned to Notification Formats 62 and 63 and suggested they be combined and incorporate the time requirements found in both notifications. -------------- RUSSIAN NOTIFICATION PROPOSALS -------------- ¶7. (S) Ryzhkov went in detail through the Russian position on Notification Formats 93 through 153, as follows: - Retain: 114, 115, 128, 131, 132, 133, 134, 135, 136, 143, 144, 147, 151, 152 and 153; - Delete: 93, 94, 95, 96, 97, 98, 99, 100, 101, 102, 107, 108, 109, 110, 111, 112, 113, 118, 138, 139, 140, 141 and 142; - Combine into new Format: (104, 105, 106),(116, 117),(129, 130) and 137; - Combine into existing Format 3: 100; and - Move to Section VI of the Notifications Part of the Treaty Protocol for later consideration : 103 (relocation of mobiles),119-127 (continuous monitoring),145, 146 and 148-150 (telemetry). -------------- U.S. QUESTIONS ON PREVIOUS RUSSIAN PROPOSALS -------------- ¶8. (S) Mr. Dwyer asked Ryzhkov to clarify his statement at the previous meeting that Notification Formats 13 and 14 were unnecessary since both sides could provide accurate data. Ryzhkov replied that both sides knew their facilities and coordinates very well from START and that each would provide accurate geo-coordinates so that adjacent facilities could be resolved without any further information. Thus, there was no need to retain Notification Formats 13 and 14. Dwyer next asked about Notification Formats 75, 83 and 86, which Ryzhkov had stated in the last meeting he would consider further. Ryzhkov stated that the Russian position was to retain Notification Formats 75 & 83 and that Russia was still considering what it wanted to do with Notification Format 86. -------------- SCHEDULE -------------- ¶9. (S) Both sides agreed that the United States would present their response to the Russian proposal at the next meeting. Siemon stated that the United States would prepare a Joint Draft Text of the Notifications part of the Treaty Protocol for review next week. ¶10. (U) Documents Exchanged. None. ¶11.
