1. (U) This is a response to an action request contained in
State 70664.
2. (U) A/DCM and PolOff met July 15 with Nkoloi Nkoloi, the
Director of Europe and the Americas in the Ministry of
Foreign Affairs and International Cooperation, and the
Assistant Director of Europe and the Americas, Lebogang
Diteko. A/DCM delivered the points contained in reftel and
urged the GOB to continue to exert pressure within SADC to
move the process in Zimbabwe forward and to have SADC act
upon the request by Prime Minister Tsvangirai to review
noncompliance under the GPA. Director Nkoloi agreed that
there were serious problems that needed attention from SADC,
but offered no other substantive response.
3. (SBU) Comment: Though Nkoloi offered no detailed response
to the demarche, it was clear that he agreed with the USG
position regarding problems with GPA implementation.
Botswana has played a constructive role on Zimbabwe issues in
the past and is likely to continue to push SADC to in a
helpful direction. Post will continue to monitor GOB
thinking on Zimbabwe and will convey any other information
received SEPTEL. End Comment.
