1. On April 15 Pol/Econ Chief delivered the demarche (Ref A)
to Mr. Nkoloi Nkoloi, Director for Europe and the America's
at Botswana's Ministry of Foreign Affairs. Nkoloi said that
the GOB's unhappiness at the turn of events in Madagascar is
clear, and he referenced the Ministry's March 18 press
release condemning the unconstitutional change of government
there. Post emailed a copy of this press release to AF/S on
March 18, 2009 (Ref B). Ambassador Nolan also discussed
Madagascar with Foreign Minister Skelemani on April 3 (Ref
C). According to Nkoloi, the GOB has not discussed aid to
Madagascar with either France or the European Union. He
noted that France had a "special relationship with
Madagascar" but made no other substative response to this
demarche.
