1. Emboffs delivered reftel demarche and Tajikistan TIP
narrative to Ministry of Foreign Affairs Director for Europe and
North America Khusrav Nosiri on June 16. Emboffs outlined a
possible anti-TIP action plan for GOTI consideration, and
discussed Tajik participation in a Digital Video Conference
(DVC) with Ambassador de Baca of G/TIP. Nosiri said he would
work to get Tajik participation in the DVC. He did not offer
substantive comments on the Tajikistan narrative of the TIP
report, except to point out that by Presidential Decree
Tajikistan banned the practice of forcing students to leave
school to participate in cotton harvest campaigns.
