1. (C) On September 8 Ministry of Foreign Affairs Director for
North America and Europe Khusrav Nosiri gave PolEcon Chief a
diplomatic note, dated September 8, requesting a meeting between
President Rahmon and Secretary Clinton on the margins of UNGA
between September 22 and 25. Nosiri said Rahmon would remain in
the United States only during these dates. Embassy supports
this meeting request, in light of Tajikistan's growing
significance to our efforts in Afghanistan, and the importance
of personal contact in the Central Asian cultural and political
context.
2. (SBU) Following is the text of the note. Post requests
Department guidance on responding to this request:

Complimentary Opening... and has the honor to announce that His
Excellency Emomali Rahomn, President of the Republic of
Tajikistan, will take part in the work of the 64th United
Nations General Assembly from 22 to 25 September, 2009 in New
York.
In connection with this, the Ministry would be grateful for the
organization of a meeting of His Excellency Emomali Rahmon with
Her Excellency Hillary Clinton, Secretary of State of the United
States.
