C O N F I D E N T I A L DUBLIN 000523 SIPDIS DEPT FOR EAP/MLS LAURA SCHEIBE E.O. 12958: DECL: 12/03/2019 TAGS: PREL PGOV BM EI SUBJECT: IRELAND ON PRESSING FOR DIALOGUE IN BURMA REF: A. STATE 121789 ¶B. BRUSSELS 1615 Classified By: Political Officer Todd Huizinga. Reasons 1.4(b/d). (C) On December 2, Poloff discussed ref A points with Isolde Moylan, Director of the Asia and Oceania Bureau in the Irish Department of Foreign Affairs (DFA),and Peter McIvor, the Bureau's Deputy Director. They said Ireland's message on Burma was "identical" to that of the U.S. They added that Burma was a high priority not only for the Irish DFA but also among the Irish population, due largely to the popularity of Aung San Suu Kyi (ASSK) in Ireland. ASSK, they said, is universally admired in Ireland, and has been named a Freeman of the City of Dublin. Ireland would continue working within the EU to support the U.S. approach, and supported the possible visit to Burma of the EUSpecial Envoy to Burma. They mentioned that the Swedish Foreign Minister, representing the Swedish EU presidency, was probably going to meet with the Burmese Foreign Minister on the margins of the Copenhagen Climate Change Conference in December. Finally, they noted that, while Ireland has diplomatic relations with Burma, Ireland did not have an ambassador in Burma. Ireland had told the Burmese that Ireland would not send an ambassador to Rangoon until ASSK was released. ROONEY
