C) We discussed reftel points with Pat Kelly, UN Director in
the Irish DFA. Kelly said EU Political Directors had agreed
on September 21 that the EU would apply the same criteria to
Iranian President Ahmadinejad at the UNGA as were applied at
the April 2009 Durban Review Conference: EU member-state
representatives would walk out if Ahmadinejad denied the
historical reality of the Holocaust, denied Israel,s right
to exist or engaged in any other overtly racist rhetoric.
Kelly told us no EU position had been agreed upon for walking
out during Libyan President Qadhafi,s speech. Kelly said
the German and French PolDirs made clear that they expected
good behavior from Qadhafi, but Kelly did not know whether
the Germans or French had decided at what point they would
walk out. When pressed, Kelly agreed that Ireland would apply
the Durban Review criteria to Qadhafi as well, and walk out
if he crossed the Durban red lines.
