1. (SBU) On April 17, Econoff spoke to the Irish Finance
Ministry's Brendan Ryan who indicated that the Irish
government will vote "Yes" on Kosovo's membership in the IMF
and World Bank. He noted that Ireland recognized Kosovo's
independence very soon after it was announced and that his
government would continue to show support for Kosovo. He
said that, typically, Ireland would wait to see if there was
a, "common European position before deciding how to vote,"
but went on to say that he did not expect such EU consensus
to be forthcoming."
