¶1. (C) On February 26, Emboff spoke with Ruth Parkin, desk
officer in the Americas section of the Irish Department of
Foreign Affairs, regarding Foreign Minister Micheal Martin's
February 17/18 visit to Cuba. Parkin said that Martin did
not have time to meet with any Cuban human rights
organizations or members of civil society. She said that,
while Martin is "certainly aware that the EU encourages" such
meetings, the schedule had been set well in advance and that
to change his schedule on short notice "would have been
difficult." That said, Martin highlighted the importance of
human rights in his meeting with the Cuban Foreign Minister
and personally believes that "dialogue with all segments of
Cuban society is important."
