End Key Points.

1. (U) There are no confirmed H1N1 cases in Qatar as of 1600 local
on May 11, 2009.

2. (U) Embassy and U.S. military representatives met May 11 at the
Ministry of Health with Dr. Mohammed Bin Hamad Al Thani, Director of
Public Health, and Dr. Shazia Nadeem, Head of the Emergency
Preparedness Program.

3. (SBU) Al Thani noted Qatar has suspected cases of H1N1 every day
but, lacking the technical ability to screen for the specific virus
in-country, can only do a rapid test to determine whether the
illness is caused by Type-A influenza. Qatar has ordered, and Al
Thani anticipates having within days, test kits allowing the
Ministry to confirm H1N1 samples in country. Thus far, none of the
suspected cases have turned out to be carrying H1N1.

4. (SBU) Individuals within Qatar suspected of possibly carrying the
virus are given Tamiflu and either kept in isolation or told to stay
at home. For passengers arriving through the international airport,
Al Thani confirmed the procedures described in Ref A.

5. (SBU) U.S. military health reps from Al-Udeid Air Base explained
their procedures for screening arriving and departing official
personnel via the base. Al Thani agreed that the Ministry of Health
would permit U.S. representatives to pick up, transport, test, and
quarantine any suspected cases among service members arriving at the
international airport. The military reps undertook to present Al
Thani with a draft agreement in the next few days which would
formalize the procedures in the event of a suspected case.
