(C) Ambassador delivered reftel demarche April 19 to Minister of State Al-Mahmoud, requesting Qatar,s public support for the new proposal to Iran advanced by Javier Solana on behalf of the E3 plus 3. Ambassador stressed that the U.S. continues to believe that the E3 plus 3 process provides a useful framework to address concerns about Iran's nuclear activities, and encouraged Qatar to persuade Iran to enter into the "freeze for freeze" proposed by Solana. ¶2. (C) Ambassador also left a non-paper with the points for review by Al-Mahmoud and the MFA. Al-Mahoud promised to study the points. ¶3. (C) Al-Mahmoud did not promise a public statement of support, but he stressed that Qatar supports dialogue with Iran. He also noted that Qatar has made two public statements in support of President Obama's public overtures to Tehran. ¶4. (C) He added that Qatar,s primary concern is that "you let us know what you are discussing with Iran and keep us informed." Qatar,s security, and that of the GCC states requires this, he stressed.
