1. Col Abdulla Dif from the Qatar Armed Forces (QAF)
Logistics Department told Embassy's Office of Military
Cooperation 2 March 2009 that the QAF received the referenced
military antenna via the foreign consignee Satori.
2. Comment: It is unclear why the QAF used a French
intermediary for this part. The QAF does not have a contract
with a freight forwarder but does have an established
relationship with France so that may have been the most
convenient way to procure the equipment.
