1. (SBU) On June 20, Djiboutian ForMin Mahmoud Ali Youssouf
told Ambassador that he would lead Djibouti's delegation to the
African Union (AU) Summit in Sirte, Libya, and that President
Ismail Omar Guelleh would not/not be attending the AU Summit.
2. (SBU) Post recommends that AF A/S Carson meet with ForMin
Youssouf on the margins of the summit to discuss developments in
Somalia, regional Intergovernmental Authority on Development (IGAD)
initiatives, the ongoing Djibouti-Eritrea border dispute, U.S.
perspectives on dealing with Eritrea, and the upcoming renewal of
the current basing agreement for the U.S. presence at Djibouti's
Camp Lemonier.
