1.(SBU) Ambassador made reftel demarche Sept. 22 to Djiboutian
Foreign Minister Mahmoud Ali Youssouf urging recognition of Kosovo
prior to UNGA. Youssouf asked how many countries had already
recognized Kosovo and appeared favorably surprised to learn there
were 62. Commenting that Djibouti rarely takes the lead on
international issues but rather "joins the consensus eventually,"
Youssouf assured Ambassador that it is "just a matter of time"
before Djibouti also recognized Kosovo. He declined to predict,
however, when that would be.
