¶1. Post delivered reftel demarche supporting the U.S. candidacy
for the International Maritime Organization to Isilio Coelho,
MFA Director of External Affairs, on September 30. Post also
conveyed the demarche material via diplomatic note.
¶2. Coelho expressed his appreciation for the information on the
U.S. candidacy. He was unable to commit Timor-Leste to
supporting the United States in the upcoming election but he
acknowledged the strength of U.S. credentials as well as its
positive contribution to the IMO.
