1. The Ambassador met on May 21, 2009, with the Finance
Minister of Timor-Leste to share reftel information and talking
points. The Finance Minister reported that she had not yet
received the ballot instructions from the World Bank. We
provided those to her on May 22. The Finance Minister noted
that the position of the Government of Timor-Leste is not to
decide on the question of recognizing Kosovo before the
International Court of Justice concludes its deliberations on
the issue. As such, said the Finance Minister, Timor-Leste is
likely to abstain on Kosovo's membership bid when delivering its
ballot to the World Bank.
