Per reftel, Post advised Timor-Leste's Ministry of Foreign
Affairs on April 17 by diplomatic note of the United States'
candidacy for the UN HUMAN RIGHTS Council. Charge d'affaires
followed up on April 20 with a demarche to Vicky Tchong, the
Ministry's Secretary General. Ms. Tchong said she was not in a
position to commit the GOTL's support without consulting Foreign
Minister Da Costa, but she undertook to brief him and coordinate
the issue within the Ministry.
