SUBJECT: URGENT LEAHY VETTING REQUEST FOR COUNTERING VIOLENT
EXTREMISM CONFERENCE, 27-29 SEPTEMBER 2009
1. This is an action request. See paras two and four.
2. We have received a last minute request for the candidate listed
in para three to participate in the Embassy/SOCPAC Countering
Violent Extremism conference in Dhaka, Bangladesh, which will begin
on 27 September. Given the Government of Bangladesh's support for
this important conference, we would greatly appreciate the
Department's assistance in expediting this Leahy vetting request.
We recognize the extraordinary workload this late request represents
for Washington agencies.
2. Post vetting was completed on 24 September. Post requests that
vetting be completed by 26 September to provide sufficient time for
processing. Post requests the Department conduct Leahy vetting for
the following candidates:
1. Name: Sultanuzzaman Md. Salehuddin
Rank: LTC
Unit: DGFI
Unit Location: Dhaka Cantonment
Personal Number: BA-3136
Date of Birth: Rajshahi
Place of Birth: 01 July 1968
4. Post requests that the Department of State authorize post to
make the following statement to the relevant DOD units: "Embassy
verifies that the Department of State possesses no credible
information of gross violations of human rights by the above named
individual or unit."
5. Post Acting Human Rights Officer is Enrique Gallego, unclass
e-mail: GallegoER@state.gov.
6. COMMENT: Embassy has no information to indicate these
individuals or any units they have served in have been involved in
gross violations of human rights. Thank you for your support of
this short-notice request.
