1. This is an action request. See para three.
2. The following candidate has been selected for participation in
Pacific Spectrum Management Conference in USA, which will begin on
July 20, 2009. Post vetting was completed on July 2, 2009. Post
requests that vetting be completed by July 7 to provide sufficient
time for processing. Post requests the department conduct Leahy
vetting for the following candidate:
1. Name: Syed Helal Hossain

3. Post requests that the Department of State authorize post to make

gross violations of human rights by the above named individual or
unit."

5. COMMENT: EMBASSY has no information to indicate these
