1. (SBU) The Ambassador raised reftel points with Foreign
Minister Dipu Moni May 4, following a demarche by Poloff to
Samina Naz, Director of the Americas Wing of the Ministry of
Foreign Affairs, on April 29. According to Naz, the GOB was
still considering its policy vis-a-vis Kosovo, including how
to vote on Kosovo's membership in the World Bank and
International Monetary Fund. The Ambassador stressed to FM
Moni the importance of registering a vote on the membership,
even if it was an abstention, in order to achieve a quorum of
voters. In response, Moni nodded and said: "We have had a
chat on that."

2. (SBU) Naz's remarks and FM Moni's demeanor indicated that
the MFA, at least, appeared to be mulling a "yes" vote on the
WB/IMF membership as a means of showing support of Kosovo
short of full recognition. However, the Finance Minister told
the Ambassador April 16 that Bangladesh would abstain on the
WB/IMF vote (ref B).
