SUBJECT: LEAHY VETTING FOR THE FLASH BUFFALO 09-2 BILATERAL MILITARY
EXERCISE, 12 OCTOBER - 11 NOVEMBER 2009.
1. This is an action request. See para three.
2. The following units/personnel have been selected for
participation in the Flash Buffalo 09-2 bilateral military training
exercise held in Chittagong, Bangladesh, which will begin on or
about 12 October - 11 November 2009. Post vetting was completed on
1 May 2009. Post requests that vetting be completed by 25 May 2009
to provide sufficient time for processing. Post requests the
department conduct Leahy vetting for the following
units/candidates:
1. Name: M Mahbubur Rahman
Rank: Lieutenant Commander
Unit: BNS ISSA Khan
Unit Location: Chittagong, Bangladesh
Personal Number: 1304
Date of Birth: 19771027
Place of Birth: Patuakhali, Bangladesh
3. Post requests that the Department of State authorize post to make
the following statement to the relevant DOD units: "Embassy verifies
that the Department of State possesses no credible information of
gross violations of human rights by the above named individual or
unit."
4. Post Human Rights Officer is David Arulanantham, unclass
e-mail:arulananthamdp@state.gov.
5. COMMENT: Embassy has no information to indicate these
individuals or any units they have served in have been involved in
gross violations of human rights.
