1. (U) Over the past several weeks has PolOff met with heads
of several human rights NGOs in Bangladesh to gauge awareness
of and participation in the Universal Periodic Review (UPR)
for Human Rights, per reftel request. Bangladesh is slated
for review in February 2009. By all accounts, civil society
interest and participation in this special mechanism of the
UN Human Rights Council is high. A group of 17 NGOs has
collectively submitted a report to the Office of the High
Commissioner for Human Rights. Separately, the country,s
leading NGO, Odhikar, has also submitted a report in
conjunction with the French organization, International
Federation for Human Rights. Post will continue to follow up
with civil society and the Government of Bangladesh on
preparation and the review itself.
