1. Reftel requested embassy comments and recommendations regarding
the possibility of OPIC providing a Direct Loan to Root Capital
("Project Company").
2. Embassy Dar es Salaam has no information to report about events
in the country or about the Project Company that will affect the
long-term prospects for the project. Neither does Embassy Dar es
Salaam have information on the Project Company and its investors
relating to potential ties to terrorism, money laundering,
corruption, or violations of law.
3. Further, some USAID-supported agricultural producer associations
have benefited from Project Company financing. The proposed activity
is therefore likely to increase farmer and SME access to financing
and, hence, complement current USG development assistance.
