SUBJECT: CONAKRY EAC MEETING - JANUARY 29, 2009
1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on January 29, 2009 at 1130 in reference to the scheduled youth
rally/march in support of CNDD for January 30, 2009. The youth are
planning to march on various foreign government missions to include
the U.S. Embassy. EAC members present included CDA, DCM, RSO, CONS,
DAO, MGT, PAO, POL/ECON, RAO, and USAID.
2. (U) The EAC reviewed post's security posture and determined:
A. Embassy will open for normal business. All American and LES
employees will report as scheduled.
B. Local Guard Force will be fully staffed.
C. UN offices will be closed on 01/29/2009.
3. (U) The EAC decided to:
A. Maintain security patrols around residences, Mission facilities
and major routes used by Mission staff.
B. SD will be deployed at strategic locations to monitor the
situation.
C. All embassy employees will receive communications referencing
the march.
D. A warden message will be sent out to the American community
referencing the march.
E. Local law enforcement assets will provide added support to the
Embassy compound if need be.
4. (U) Another EAC will be held if the situation dictates. No
direct threat to American or Foreign citizens has occurred.
