Miller for reasons 1.4(b)and (d) ¶1. This cable serves as final publication of previously reviewed and submitted reverse tripwires. These tripwires have also been recorded in post's classified CEPA application. ¶2. Conakry reverse tripwires are listed below as follows: Applicable to all subheadings listed in Conakry EAP Section H-754 1.) The government is able to maintain law and order at a level equal to what was in place prior to tripwires being crossed. 2.) The risk of factional fighting within the military is declining; key military leaders continue to demonstrate support for the goverment. 3.) The security situation in the capitol permits Embassy personnel to move as freely as they did prior to tripwires being crossed. 4.) The American International School is open. 5.) Foreign missions are generally open and operating at normal staffing levels. 6.) Guinean Government is directing forward political movement. 7.) An observer or peace-keeping mission is on the ground or is expected to be on the ground in the near future. 8.) Government response to large-scale demonstrations is restrained, allowing political expression and controlling violence. 9.) Conakry Airport is functioning normally with carriers operating on their usual schedules. Fuel and water deliveries proceed without disruptions of any kind. 10.) Commercial activity in the capital returns to pre-crisis levels. 11.) There is no credible threat to Americans or other foreign nationals. Moller
